Every community in Newfoundland and Labrador
The process is the same wherever you are buying in Newfoundland and Labrador: remote, with an appraiser who covers the property’s area and your own Newfoundland and Labrador lawyer at closing. The largest communities, by 2021 Census population:
Largest communities (Statistics Canada, 2021 Census, Table 98-10-0002-01)
Gander
Gander (11,880 in 2021) reported 136 new housing units — singles, duplexes, apartments and secondary suites — in the first two years of its Housing Accelerator Fund work, against a four-year target of 200. The 2026 residential rate is 7.4 mills with a $100 minimum, and water and sewer is $550 per lot.
Grand Falls-Windsor
Grand Falls-Windsor (13,853 in 2021) cut its residential rate from 9.5 to 9.15 mills for 2026, and its idle land tax on vacant land from 15 mills to 5, which lowers the cost of holding a lot before you build on it.
Stephenville
Stephenville (6,540 in 2021) has a 42-bed hospital and the provincial headquarters of the College of the North Atlantic. Since January 2026 it taxes homes at 0.675% of assessed value, the same as 6.75 mills, rather than quoting a mill rate.
Clarenville
Clarenville (6,704 in 2021, up 6.6% since 2016) issued 25 permits for new homes in 2025, up from 20 in 2024, and kept its residential rate at 8.3 mills for 2026. Water and sewer is $385 a household unit.
Bay Roberts and Carbonear
Bay Roberts (5,974 in 2021) charges 6.5 mills for 2026 and expects to finish its new Municipal Plan by late 2026, so check the zoning on any lot. In Carbonear (4,696), also at 6.50 mills, a basement or subsidiary apartment is billed water and sewer as its own $360 unit — worth counting if a suite’s rent helps you qualify.
Marystown
Marystown (5,204 in 2021) is the Burin Peninsula’s commercial centre, with more than 200 businesses; the regional hospital is next door in Burin. The 2026 residential rate stays at 7.0 mills with a $450 minimum, and garbage collection comes out of property tax rather than a separate fee.
Labrador City and Happy Valley-Goose Bay
Labrador City (7,412 in 2021) is built around the Iron Ore Company of Canada’s mine and processing plant, majority-owned by Rio Tinto. In Happy Valley-Goose Bay (8,040), National Defence announced in April 2026 investments at 5 Wing Goose Bay that may total up to $8 billion.

How it works remotely from Bedford
A 15-minute call to start, then the application and documents by secure upload. Pre-approval usually takes 1–3 business days once the documents are in, with a rate held for typically 90–120 days.
On a purchase the appraisal is booked with an appraiser who covers the property’s area, and you choose your own Newfoundland and Labrador lawyer. A lawyer closes: title searching here is complex, and the deed and mortgage are registered at the Registry of Deeds, where the first valid interest registered has priority.
Newfoundland Standard Time is UTC−3:30, half an hour ahead of Atlantic time, so call and closing times are confirmed in your own time zone.
Newfoundland and Labrador programs for buyers
First-time Homebuyers Program (NL Housing): A grant of 50% of legal closing costs (up to $1,500) plus a loan of up to 5% of the price, interest-free for five years; full loan under $85,000 of household income, price caps of $350,000 in the St. John’s area and Labrador, $300,000 in regional centres and $250,000 elsewhere. First-come, first-served while funding lasts.
The published fee schedule has no first-time buyer exemption; only the Crown and non-profit airport authorities are exempt. The insured minimum down payment is the same across Canada: 5% of the first $500,000 and 10% of the remainder (1–2 units).
Taxes and rules that change the numbers
The Registry of Deeds registration fee: There is no land transfer tax. Registering the deed costs $100 for the first $500 of value plus 40 cents for each further $100, and the mortgage is registered on the same scale, capped at $5,000.
Towns and cities levy property tax on assessed value; the Municipal Assessment Agency assesses everywhere except St. John’s, which assesses its own. In St. John’s the 2026 residential rate is 9.1 mills with water and sewer, plus a $700 water tax.
